How the Partnership Works

Carters Lake remains federally managed public land under the U.S. Army Corps of Engineers. Through the partnership, FIND Outdoors supports day-to-day recreation operations and visitor services at several recreation areas around the lake.

The partnership currently includes Doll Mountain Campground & Recreation Area, Harris Branch Beach Recreation Area, Woodring Developed Campground, and Woodring Primitive Campground.

Visitors may interact with FIND Outdoors staff while camping, visiting the beach, attending a program, or exploring these recreation areas, while the U.S. Army Corps of Engineers continues its broader responsibility for managing Carters Lake and its surrounding public lands.

FIND Outdoors’ Role

FIND Outdoors supports the day-to-day visitor experience across the participating recreation areas.

This work includes campground and recreation-area operations, visitor assistance, cleaning and maintenance support, educational programming, special events, and other services that help visitors enjoy Carters Lake.

The partnership also creates opportunities to expand environmental education, interpretive programs, family activities, and other experiences connected to the lake, surrounding forests, wildlife, and public lands.

FIND Outdoors is a 501(c)(3) nonprofit organization focused on outdoor recreation, education, and stewardship. The organization manages visitor centers, campgrounds, recreation areas, and educational programs across public lands throughout the Southeast.

The U.S. Army Corps of Engineers’ Role

The U.S. Army Corps of Engineers remains the federal land manager responsible for Carters Lake.

USACE continues to oversee major infrastructure, public safety, natural-resource protection, federal regulations, and the broader management of the lake and surrounding public lands.

FIND Outdoors operates within that larger management framework, supporting recreation services while working closely with USACE to care for the participating visitor areas.

Together, the two organizations combine federal land-management responsibilities with nonprofit recreation and visitor-service experience.

Reinvesting in Carters Lake

An important part of the partnership is the reinvestment of recreation revenue back into the places visitors use.

Revenue generated through recreation operations can help support maintenance, repairs, visitor services, facility improvements, and future recreation-area upgrades.

This approach is intended to create a more sustainable system in which funds generated through recreation at Carters Lake help support continued care and improvement of those same public spaces.

For visitors, that can mean more consistent day-to-day operations such as better maintained facilities, clearer on-site support, and improved services during your visit. It also helps fund long-term upgrades and repairs that keep campsites, trails, beaches, and other recreation areas safe, welcoming, and enjoyable over time.

What the Partnership Means for Visitors

The goal of the partnership is to strengthen the visitor experience while maintaining the public-land character of Carters Lake.

Planned and ongoing efforts include improved recreation services, longer operating seasons where appropriate, increased on-site support, expanded educational programming, and continued investment in campsites, facilities, and visitor amenities.

Visitors can also expect more opportunities to connect with Carters Lake through FIND Outdoors programs and events focused on outdoor recreation, wildlife, water, forests, stewardship, and the natural resources surrounding the lake.

Recreation Areas Included in the Partnership
The partnership supports four different recreation experiences around Carters Lake.

Doll Mountain Campground & Recreation Area
A developed campground and recreation area offering tent and RV camping along with opportunities for boating, fishing, swimming, paddling, picnicking, and enjoying the lake.

Harris Branch Beach Recreation Area
A seasonal day-use area centered around swimming, picnicking, fishing, boating, and spending time along the shoreline. Overnight camping is not available at Harris Branch.

Woodring Developed Campground
A developed lakeside campground offering camping along with access to swimming, fishing, boating, hiking, and other outdoor recreation.

Woodring Primitive Campground
A smaller primitive campground offering a quieter camping experience with access to nearby trails and the surrounding natural setting.

Each area has its own facilities, reservations, fees, operating information, and visitor guidelines. Visitors should review information for the specific recreation area they plan to visit before arriving.

Looking Ahead

The partnership between FIND Outdoors and the U.S. Army Corps of Engineers is a long-term investment in recreation at Carters Lake.

By combining the experience and resources of both organizations, the partnership supports the continued care of public recreation areas while creating new opportunities to improve facilities, programs, and visitor services.

The goal is to keep Carters Lake welcoming, well cared for, and ready for future generations to camp, swim, boat, fish, explore, and spend time outdoors.
